Purpose:  To create a society in which everyone can live at ease and to encourage the Korean society to embrace the idea of "ease management" by comparing major cities in different countries.
Method: 1780 residents of New York or Seoul

Model:  CEI Research Model =  0.4 * Overall ease + 0.6 * (Leadership + Infrastructure + Program + Emergency Response + Incident Frequency)
The 2014 CEI focused on New York and Seoul, the biggest cities in the US and Korea respectively. The following numbers are an overall rating out of 100.

We see a significant difference of nearly 20 points between the overall ratings of New York and Seoul. Residents of Seoul generally seem to live with greater unease than those of New York. New York's highest rating was in Emergency Response, suggesting that NYC residents have great confidence in their city's ability to respond to emergencies or other safety-related incidents. On the other hand, Emergency Response was, in fact, Seoul's lowest rating at 51.43. Interesting to note is that the Incident Frequency rating for both New York and Seoul were similarly low. As two of the five most populated metropolitan areas in the world, both New York and Seoul see their fair share of incidents or issues; New York, however, seems to deal with those incidents and issues swiftly, whereas numbers suggest that Seoul is inept at doing so.

The highest rating for Seoul was in Leadership, a surprising result considering the general public's tarnished view of the government and leaders in the aftermath of the Sewol Ferry accident.
